Thousands of healthy dogs and cats are killed every day in the U.S. due to pet overpopulation. We spend an estimated $1 billion in taxes every year on this problem.

Globally, an estimated 600 million homeless stray dogs struggle to survive. In almost half of the world, stray dogs are poisoned, shot, beaten to death, and electrocuted. Many stray dogs suffer from constant hunger, fear, and loneliness.

Due to a lack of spay and neuter programs, stray dogs reproduce at astonishing rates, giving birth to one billion homeless puppies each year. Those who survive also reproduce, and the cycle of suffering is repeated.

Much of the $1 billion in costs could be reduced — and much of the killing prevented — with the development of a permanent-lasting, single-dose Spay and Neuter Cookie. A cookie that — when completed — will safely spay or neuter, without surgery. The USDA already spends tax dollars researching birth control for animals, but they are not focused on making a permanent-lasting, edible, single-dose solution.

It is time to bring an end to the cycle of killing in the U.S., in which thousands of healthy and adoptable, but homeless, dogs and cats are killed each day because of pet overpopulation.


It is time to reduce the cycle of spending $1 billion in taxes each year, on this same problem.


Clearly, a more humane and cost-effective solution is needed.


It is time to use the latest advancements in science to develop a cost-effective solution: a single-dose, permanent-lasting, edible birth control product.


A single-dose, permanent-lasting birth control cookie that will, in effect, be able to safely spay or neuter dogs and cats, without surgery.


I am therefore petitioning you to help increase funding to the USDA to expand their animal birth control research — to include development of a single-dose, permanent-lasting birth control product such as a spay and neuter cookie, capable of safely spaying or neutering dogs and cats, without surgery — in order to end the cycle of killing.


I would be willing to pay an additional $15 in taxes to support this and end the cycle of killing.
