Put an end to illegitimate private breeding!

Too many private breeders are not fit breed and sell animals! Private breeders are required to register their animals before selling the litter. This is an appropriate regulation, but what’s to that they fit the requirements to sell? They may be registered but you don’t know if they are lying about the condition of the animals, or if the animals are even being properly cared for. That is why I propose that it should be compulsory for breeders to undergo a training program or course about the care of animals, obtain a certificate of authentication on the subject and an inspection of their home before they are legally allowed to sell any animals.
