Save the forests of Brazil- against changes of Brazilian Forest code

Save the Brazilian Forest  against  changes of forest code  by Brazilian Congress and the  Government.
The proposed amendment to the Brazilian Forest Code will increase the deforestation of forests, protected areas and riparian.

The risk areas in Brazil may become more frequent with the approval of the text by Aldo Rebelo, who proposed changes in the Brazilian Forest Code.

The forecast is a consensus among environmentalists, scientists and political independents who do not discard the possibility of amending the Forest Code, but warn about the risks of the text to be passed without debate and the way designed by Comunist Representative.( PCdoB).

Throughout the week, after the tragedies that occurred in the mountainous region of Rio de Janeiro, which saw and heard was a strong criticism of the proposals Rebelo, including that of reducing the protection area on the banks of rivers, which is currently 30 meters.

Rebelo also proposes to cease to be conservation areas the tops of hills, which, according to the events disclosed by the national media all week, will legitimate occupations in risk areas, which largely coincide with times of permanent preservation areas .

Currently the law prohibits occupation in areas of slopes from 45 inclination, on top of hill and 30 meters from the riverbank. If there are occupations in areas at risk, experts say, is not for lack of guidelines but a lack of compliance with legislation.

In this context, they say, change the guidelines would justify the failure of public power for decades and allow in areas where soil, forest and rivers should be preserved, development in the future, housing legalized by political interests.

As president of the Environmental Committee of the Senate last year, the state's governor, Renato Casagrande, spoke out against the proposed reform of the Forestry Code as proposed by the caucus of the Senate. However, he did not rule out changes in the Forestry Code. For him, the changes can be made by presidential decree or by resolution of the National Environment Council (CONAMA).

Besides him, also spoke out against approving the Rebelo text  the writer and environmentalist  Anne Raquel Sampaio, who lives in Park Imbu, one of the neighborhoods hardest hit by the disaster Terespolis (RJ). In Brazil Agency, she said that tragedies such as occurred in the mountain counties of Rio de Janeiro are nothing more than the result of the occupation of the Atlantic.

Member of Special Committee of the House of Representatives, Congressman Ivan Valente also warned, this weekend, for the risks that the new version of the legislation will not only forests but also for the people now living illegally on the tops of hills and slopes. Areas such as those in which the disaster occurred in 2008 in Santa Catarina and Rio de Janeiro in recent years (Angra dos Reis and Mountainous Region) will be legalized with the approval of the new code.

The senator and former candidate for president Marina Silva joined the choir formed after the disasters recorded in the mountainous region of Rio de Janeiro against the new Forest Code. In an interview to the Senate, Marina said the text to be voted in the House will increase the risk of disasters such as floods and landslides.

Marina also agreed that approval of the text would allow the settlement of risk areas. "The planned changes will affect the cities, although the rapporteur of the matter to deny it."

Marina, which was Minister of the Environment, is among the leading critics of the new code, but makes clear that it is not against change. She said the Forest Code must be upgraded "to integrate the achievements of the 1988 Constitution, by which Article 225 has brought a series of gains." The upgrade would benefit, for example, the sustainable exploitation of certain areas, including forests, provided they comply with the law on the subject.

The proposal for a new Forest Code has been approved by a special committee and must be passed by the  House of Representatives  in March. If approved, goes to the Senate.

Marina told the Senate that the agency text Rebelo goes against the gains of the Constitution to destroy forests or relativize your protection.
