Enforce: Republic Act No. 8485 & Rabies Act (9482)

Republic Act no 8485 and the Rabies Act 9482 were enforced to bring pet meat traders to justice in the Philippines. Say No To Dog Meat and International Animal Rescue Foundation Asia request that the respectable Governmental bodies and Chief of Police now enforce both the acts with arrests and convictions.

Since the mid 1980's-2007 when both acts were brought into force Police have done little to control illegal traders with arrests and convictions only minimal. We therefore ask that the Government and Chief of Police take up the required acts and wipe dog and cat meat trade that is illegal in the Philippines - out for good.

The following mission objectives are as follows:

a) Police enforcement to be increased nationwide.
b) To instigate a more harsher nationwide crack down on illegal pet meat vendors, smugglers, traders and restaurants.
c) To implement policies within (8485 and 9482 Act's) instructing those at "ritual festivals" that there will be no such trade/smuggling or mass slaughtering before/after ritual slaughter festivals. Any exploitation or breaking of this code must be met with maximum Police punishment. Individuals that request to slaughter dogs or cats must be required by law to submit a permit outlining their proposed slaughter.
d) To enforce a humane and non-kill policy to eradicate rabies from the country by 2060 with vaccinations for both humans, dogs and cats.
e) Establishment of a nationwide dog and cat depopulation program to trap/spay/neuter/chip and rehabilitate/re-home strays caught.
d) Increase fines and imprisonment for pet theft of which 1/4 of all fines gathered to be directed into charities and non-profits to help decrease stray populations of dogs and cats, funding for pet rabies vaccines that are normally (£16) per shot and funding for post-exposure prophylaxis (PEP) in humans.
e) Prosecute, fine and imprison enforcement officers/police that turn a blind eye to the trade or are seen supporting the trade.
f) To implement into schools nationwide an animal welfare and rabies awareness program.
g) Increase anti corruption legislation within the Philippines National Police to decrease illegal pet meat trade and inner corruption supporting the trade and or trader[s] smuggler[s], vendor[s].
