Help Us Change PA. Animal Abuse Laws

Animal abuse laws in Pa. need to become more strict,too many times nothing is done,it is ignored,forgotten about,or dropped and the animal abuse becomes a repeat offender.It also sets up for other animal abusers to think they can do it too.Help us stop these people.thank you
