Make a nationwide law to spay/neuter all pets in the united states also make tough penalties to animal abusers and neglecters

Every year irresponsible pet owners allow their pets to reproduce. Then they take litters of animals to Humane shelter where they are killed. Its a fact that 4 million unwanted animals are killed in kill shelters every year. At this time I am asking the President to make a national law for 2 things: do something about 4 million unwanted animals in shelters getting killed every year and make irresponsible pet owners get their pets spayed/nuetured and 2 would be to make strict penalties on all animal abusers and neglecters nationwide! If you care for animals please sign the petition!
