Many commercial property owners, business owners, local shoppers and residents of Germantown are frustrated with the daily piles of litter along our commercial corridors, causing more commercial vacancies and less economic activity. The Germantown Special Services District (GSSD), whose board is appointed by City Council, lost its authority to bill and collect assessments on 9/30/18, since then the already challenging problem of managing litter in the commercial corridor is much worse.
Here is our Community-Driven Proposal:
Replace the current poorly-run GSSD with a Germantown Business Improvement District (BID), run by a board democratically elected by and held accountable to property owners who pay the BID's mandatory property assessments. The goal is to eventually expand the BID to all commercial corridors in Germantown.
