Harsher penalties for animal abusers!

Studies show that a large percentage of child sex offenders, rapists & serial killers have a past of animal abuse from an early age.
Harsher penalties for animal abusers, animal theives & dog fighting gangs need to be in place.
Too many animals are going missing to be used in fighting or bate. We're supposed to be a nation of animal loves but we are failing them by allowing over-breeding & neglect. My belief is that animal owners should be vetted & licensed & home breeding be made illegal as too many are being PTS.
