Prosecute Culver Modisette for Animal Cruelty to the Horse whom was dragged!

Stafford Springs man dragged his horse behind his pickup truck. Hes trying to justify what he has done to this poor horse. this man has not yet even been arrested for this incident! Culver, CT Land Trust official from Stafford Springs, CT does this when his daughters horse won't obey his commands. Please call and complain. Animal abusers are the pits. The animals will thank you. We have assumed responsibility to be delivered to Second Chance Ranch equine Rescue. 
Horse has been taken in by a local horse rescue! Hes trying to justify it by saying he had not been able to control the horse and it had ran away to another farm. Horse had no halter on and the nylon lead line had been choking the horse.
