Implement Noise Abatement for Sewage Treatment Plant in Buellton

In the City of Buellton, there is a wastewater treatment plant that is located behind a residential neighborhood on Highway 246. The plant emits a constant noise from the oxygen generator pumps at all hours day and night. 

It is unreasonable to expect residents to endure this loud noise.  There has been lots of advancement in noise abatement for water plants just like this one. We were told by the plant operator that there is no information on any improvements done for noise abatement on this plant in the past. Any city infastructure has a duty to do upkeep, and upkeep includes updates to noise abatement efforts. It's past time to update the noise insulation for this plant.
