Make Lafayette Louisiana a no kill animal pet city.

Right now various cites accorss america are becoming no kill cites very fast. Lafayette does support some no kill shelters, but I am urging them to go all the way, and support various partners in non-profit organizations and the like and make Lafayette A No Kill City.
