Make police save this dog

Emaciated, spending his life in a cage and not allowed to be rescued. Rescuers and agencies have made numerous attempts to the police here, in order to save this dog. Although rescuers find this animals situation life threatening and inhumane, the police find it amusing. They refuse to aid rescuers in saving the dog and spend time each day monitoring for trespassers or rescuers. We need to make them do their job before this dog dies.
