Primorsky Region needs a shelter with facilities to sterilize abandoned cats and dogs.

In Primorsky Region there is no law, obligating pet owners to responsibly treat their pets. A lot of abandoned cats and dogs who were not sterilized, live in the streets and continue to have large litters. Sterilization is very expensive. Non-governmental organizations can't solve this problem themselves, because members of these organizations are ordinary people who donate their own contributions to tackle it, but it is not enough. Local authorities don't want to solve this problem using humane methods.
