Pass Delila's Law - Ordinance 1024 aka Animal Law

The City of Hobbs Animal Shelter, aka "Adoption Center", has a kill rate of over 72% of animals brought into the shelter. They are not pro-active and even make it difficult for rescues and other shelters to save animals from this high kill shelter. We want to require the city and the shelter to utilize legitimate rescues and no kill shelters who are willing to rescue animals instead of euthanizing them. We need support to make this happen!
