HERE IS THE UPDATE I RECEIVED:

Mayor Hanyuan Li was transferred to Guangxi Civil Affairs Department
so the petition will be sent to Acting Mayor of Yulin, Wang Kai.

We've reached over 5000 people but still need more. We only have a week or so left to send this petition to Yulin so please keep sharing it with your friends and in groups that you are in.
