Fire or fine police officer who shot puppy in the head

Officer heartlessly shot puppy in the head, after owner told him twice that dog was friendly. Same officer previously shot and killed another dog. The officer needs to learn animal body language, pay vet bills, be fined, suspended without pay, and possibly terminated. There is no excuse for an officer to do what he did with no provocation.
