Dear Mr. President;
I receive this opportunity to discuss human rights situations in Viet Nam with you as an honor. On behalf of the People's Democratic Party and the Vietnamese living inside and aboard who would like to see Viet Nam move forward to democracy, I am grateful to report to you what has been happening in Viet Nam recently.
Last year, on the 8th of April 2006, many Vietnamese people, regardless of backgrounds, classes and occupations, all together publicly risked their lives and signed a declaration calling for a change in Viet Nam. They want to have freedom of expression, freedom of vote, freedom of press and freedom of independent religious practice. These are basic human rights but under the rule of the Vietnamese Communist Party, these rights were denied. The Vietnamese government does not tolerate such daring. Up to date, many of them have been arrested and sentenced long periods in prison. Some went into hiding or sought refuge in other countries; other were harassed and intimidated; forced into denouncing their support. However, the historic Vietnamese democratic movement was born on that day, the so-called Block 8406.
Since then, more groups and political parties have publicly formed and taken up the struggle for a free Viet Nam. The Alliance for Democracy and Human Rights for Viet Nam formed with the purpose of unification of all human rights groups and supportive individuals. The Viet Nam Progression Party, The Democracy Party of 21 Century, The People's Democratic Party, The United Workers-Farmers Organization of Viet Nam were all formed inside Viet Nam. They have different political agendas-- but in general, there is a common ground: that is, seeking to challenge the Viet Nam Communist Party to accept them as opposition organizations, and working together for a better Viet Nam.
However, after getting acceptance into WTO, removal from the CPC and the granting of PNTR. The Viet Nam authorities have increased suppression. Recently, they sentenced Father Nguyen Van Ly to 8 years in jail, human rights lawyer Nguyen Van Dai to 5 years and Lawyer Le Thi Cong Nhan to 4 years imprisonment. Members of the Viet Nam Progression Party were brought to trial and given very harsh sentences. Three leading members of the People's Democratic Party, Dr. Le Nguyen Sang, Lawyer Nguyen Bac Truyen, Journalist Huynh Nguyen Dao were imprisoned with 5, 4 and 3 years respectively. Five members of the United Workers Farmers Organization of Viet Nam were detained; many other Block 8406 members and democracy activists are still under arrest without trial.
In this extremely difficult situation, the democratic movement in Viet Nam is looking towards the free world, especially the United States, for support. As a country stands up for freedom, democracy and human rights, I am asking you, Mr. President to please consider these efforts to promote the democracy in Viet Nam
- Put Viet Nam back onto the CPC list to show that violation of internationally recognized promises is not acceptable.
- Ask Viet Nam to respect the Universal Declaration of Human Rights by releasing all non-violent political prisoners.
- To engage in economic development to help Viet Nam out of poverty. But with consideration not to increase military aid and equipment because of the dangers Viet Nam poses to other Asian countries and to the democratic movement.
- Support the democratic movement inside Viet Nam, in particular the independent political parties and labor unions. However, they are not only in need of symbolic support but also long-term policy that will support training, education and financing. In the long run, a free and democratic Viet Nam is more beneficial and conducive to the US's interests than a dictatorial regime.
As you have said before, if someone stands up for freedom, you will not turn your face away. Again, thank you for your times and efforts in listening to our voices.

Ngày 10 tháng 5 vừa qua, ðảng viên lãnh ðạo Ðảng Dân chủ Nhân dân ðã bị nhà cầm quyền Hà nội ðem ra xét xử bất hợp pháp, tuỳ tiện vu cáo tội danh “tuyên truyền chống nhà nýớc”, thuộc ðiều 88 luật hình sự.
Bác sĩ Lê Nguyên Sang, bút hiệu Nguyễn Hoàng Long, 48 tuổi sáng lập ðảng bị tuyên án 5 nãm tù. Hai thành viên lãnh ðạo khác là Ký giả Huỳnh Nguyên Ðạo, bút hiệu Huỳnh Việt Lang, 39 tuổi bị tuyên án 3 nãm tù và Luật sý Nguyễn Bắc Truyễn, bút hiệu Minh Chính, 39 tuổi bị tuyên án 4 nãm tù.

Ðảng viên Ðảng Dân chủ Nhân dân không vi phạm bất cứ một tội trạng nào. Phổ biến các quan ðiểm chính trị, thực thi quyền hình thành ðảng phái ðối lập và trao ðổi tin tức một cách ôn hoà, bất bạo ðộng không vi phạm hiến pháp nýớc Việtnam. Ðảng Cộng sản Việtnam ðã vi phạm nhân quyền, ðã trả thù những nhà ðấu tranh cho dân chủ này qua các bản án nặng nề nhằm dập tắt các tiếng nói phản kháng.
Việtnam là thành viên của Ủy ban Nhân quyền trong Liên Hiệp Quốc, trong ðó quyền về dân sự và chính trị, ðiều 19 khẳng ðịnh “quyền tìm kiếm và thu nhận thông tin, quyền bày tỏ quan ðiềm ở bất cứ ðâu và không phụ thuộc vào ranh giới, bất kể hình thức phát biểu, viết, in ấn hay phổ biến bằng những phýõng tiện thông tin ðại chúng”. Hiến chýõng Quốc tế Nhân quyền cũng xác ðịnh trong ðiều 9 rằng “không ai là nạn nhân của chinh sách giam cầm, truy tố hay truy ðuổi một cách tuỳ tiện”. Hõn hết, Hiến pháp Việtnam ðã công nhận các quyền cãn bản này trong ðiều 69 nhý “công dân có quyền tự do tý týởng, tự do báo chí, tự do trao ðổi tin tức và tự do lập hội”.
Tuy nhiên, nhà cầm quyền Hà nội ðã phủ nhận các quyền cãn bản này, liên tục chà ðạp lên chính Hiến pháp của họ và vi phạm thô bạo bản Hiến chýõng Quốc tế Nhân quyền. Ðảng Cộng sản Việtnam tuyên án các ðảng viên Ðảng Dân chủ Nhân dân gồm Bác sĩ Lê Nguyên Sang, Ký giả Huỳnh Nguyên Ðạo và Luật sý Nguyễn Bắc Truyễn là hoàn toàn vi hiến. Giống nhý phiên toà xử Linh mục Nguyễn Vãn Lý và Ðảng Thãng Tiến Việt Nam, những phiên toà tùy tiện kiểu này phạm tội ác ðối với nhân loại.
Ðảng Dân chủ Nhân dân cực lực lên án hành vi phạm tội của Ðảng Cộng sản Việtnam. Chúng tôi khẩn kêu gọi ðảng viên Ðảng Dân chủ Nhân dân và Nhân dân trong, ngoài nýớc tiếp tục ðấu tranh hõn nữa vì sự nghiệp của Nhân quyền, Dân chủ và Tự do cho Việtnam. Trong bài diễn vãn nhậm chức, lời phát biểu của Tổng Thống Hoa Kỳ, George W. Bush vẫn còn vang vọng “Hởi những ai ðang ðấu tranh vì nền dân chủ và ðang bị ðàn áp, ðang bị tù tội và tuyệt vọng. Khi các bạn ðứng lên tranh ðấu cho tự do, chúng tôi ðứng cùng với bạn”. Ðảng Dân chủ Nhân dân kêu gọi chính quyền Bush chấm dứt buôn bán và viện trợ vũ khí cho chế ðộ ðộc tài Cộng sản, và nên hủy bỏ dự ðịnh tiếp ðón ông Nguyễn Minh Triết, chủ tịch nýớc Cộng hoà xã hội chủ nghĩa Việtnam.

On May 10th, 2007 members of the People's Democratic Party (PDP) were illegally tried and sentenced to imprisonment for the fabricated and arbitrary charges of so-called "'dissemination of propaganda against the Socialist Republic of Vietnam under Article 88 of Vietnam's Criminal Code."
Dr. Le Nguyen Sang, pen name Nguyen Hoang Long, 48 years old and founder of the PDP, was sentenced to 5 years of imprisonment. Other PDP's leader members, Journalist Huynh Nguyen Dao, pen name Huynh Viet Lang 39 years old and Lawyer Nguyen Bac Truyen, pen name Minh Chinh, 39 years old, were sentenced 3 and 4 years in jail respectively.

These individuals have committed no crimes; to advocate freedom of expression, to exercise freedom of association and to seek or exchange information by peaceful means are legal acts. The Vietnam Communist Party has ignored these basic human rights; they continue to crack down on Vietnamese Dissidents by using harsh sentences to silence them.
Vietnam is a member of the UN Commission on Human Rights in which the International Covenant on Civil and Political Rights (ICCPR), Article 19, clearly states protection of the right to "seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, or through any other media of his choice". In addition, according to The Universal Declaration of Human Rights, article 9, "No one shall be subjected to arbitrary arrest, detention or exile" and The Socialist Republic of Vietnam's Constitution itself declares the " right of freedom expression, right of freedom press, right of freedom exchange information and right to form an association and right to demonstration" in article 69.
However, the authorities have ignored the truth and the principles of their own legal system and have violated Vietnam's constitution and the UN Universal Declaration of Human Rights. The convictions handed out by the Vietnam Communist Party to Dr. Le Nguyen Sang, Journalist Huynh Nguyen Dao and Lawyer Nguyen Bac Truyen are illegal. Similar to Father Nguyen Van Ly and The Vietnam Progression Party's trial, these typical arbitrary trials should be considered as a crime against mankind.
The People’s Democratic Party strongly condemns the crime committed by the Vietnam Communist Party. The PDP, urgently calls upon our members and the Vietnamese people at home and abroad to continue fighting for Human rights, Freedom and Democracy for Vietnam. As President Bush's speech is still echoed somewhere "All who live in tyranny and hopelessness can know the United States will not ignore your oppression or excuse your oppressors. When you stand for your liberty, we will stand with you". We call on the Bush government to stop selling and supplying military aid to this dictatorship and cancel the upcoming meeting between the President of United States and Mr. Nguyen Minh Triet, President of the Socialist Republic of Vietnam.
