Trap, Neuter, Return & Manage (TNRM) has proven to be the only logical and compassionate answer to the abandonment of companion animals. Current regulations regarding permanent change of station (PCS) and base housing rules do not require responsibility or provide assistance for personnel in bringing their pets with them. The resulting problems of abandoned animals often become the onus of caring individuals who, at their own time and expense, provide veterinary care, ID, food, sterilization and maintenance. Community based volunteerism is the basis for what is good about America. The compassionate work that these feral cat caretakers do is an important service to the community. In recognizing the necessity of TNRM that these caring individuals provide: We, the undersigned, urge congress to require that the Department of Defense establish a more humane & adaptive policy regarding feral cats in the US and abroad.
