Romania needs real and humane solutions for the stray dogs!
Since the year 2000 Romania struggled with the stray dogs' problem, having little or no success in solving it. Some cities managed to solve this problem by mass sterilization and public education.
In Giurgiu, this problem was big and it still is!
The public shelter from Giurgiu had an infamous reputation, from back 2006, when it was only an open space surrounded by a fence without a gate, where stray dogs were brought by a bulldozer and thrown over the fence, on the ground: never fed, never treated, never separated by categories! They all died there, either from starvation, diseases our wounds inflicted by one another. They were not even euthanized. They were left to die in pain! They were intentionally killed!
After many battles, in time, the situation of this shelter changed to better, but far from right. The management of this shelter has never been a correct and humane one, as required by the law and by the EU standards.
Even if separate covered kennels were made, along the time this shelter has been known for its many irregularities: deaths by diseases ((tens of dogs suffering from Distemper/Carre were reported and photographed in spring-summer of 2012)), deaths by starvation (hundreds of skinny dogs reported and photographed every year), deaths caused by improper sterilization conditions (many testimonies regarding the infected sterilization wounds and improper sterilization conditions), newborn puppies (many photos in summer 2012), disappearing dogs (hundreds along the time, each year, and tens of dogs disappeared over night in summer of 2012, according to eye witnesses) and so on..
A proper control from the Authorities (DSVSA Giurgiu) would shut down the shelter, as they did many times before. But it must not be opened again and again under the same conditions!
We propose banning the Giurgiu public shelter, starting strong educational campains, mass sterilization programes and, in the end, opening a shelter according to EU standards, for strays without solution!
Dear Mayor of Giurgiu city - Romania,
Since the year 2000 Romania struggled with the stray dogs' problem, having little or no success in solving it. Some cities managed to solve this problem by mass sterilization and public education, such as Oradea.
In Giurgiu, this problem was big and it still is! Considering the fact that we are a member state of European Union, we must find proper solutions to solve the strays' problem in a humane manner.

For many months now, the shelter is known in the whole country and outside Romanian borders as well, as one of the most terrific place for dogs to be in. The public and many International Organizations have seen photos of sick dogs in there and heard many testimonies of people that went inside the shelter, and even adopted dogs only to save them from the horrible faith they were about to have!
A proper control from the Authorities (DSVSA Giurgiu) would shut down the shelter, as they did many times before. But it must not be opened again and again under the same conditions!
The shelter's staff is extremely rude to people, the taxpayers and even to media or authorities.. They make the law as they see fit, instead of obeying it!
We mustn't become Europe's shame! We must apply the Romanian law regarding animal welfare and follow our common sense and EU regulations! We need a strong programe to solve the stray's problem in an eficient and humane way!
We propose banning the Giurgiu public shelter, starting strong educational campains, mass sterilization programes and, in the end, opening a shelter according to EU standards, for strays without solution!
We don't want to be the shame of Romania, the shame of Europe!
We can show to the world that Romania still has capable and compassionate leaders and people that can unite for the greater good and best solutions!
We want to be proud of our city and our solutions in this delicate matter!
