Stop veterinarians from turning away animal emergencies if unable to make payment up front

The issue is it's a felony to neglect an animal but if your animal is fatally sick or injured it should be illegal for veterinarians to turn away an animal if the owner can't make payment. My friend's yorkie was vomiting blood the tongue was blue and every Vet hospital in winona, mn turned her away because she was unable to pay until she got paid when she got paid 6 days later. I offered to pay her bill but the vet said I wasn't the owner.

My goal: I make it also illegal for veterinarians to turn away fatally sick or injured animals. Because the owner isn't able to make a payment on day of treatment
