Stop The Slaughter of Baby Cape Fur Seals of Namibia

From the 1st of July, 80 thousand Cape Fur seal pups will be savagely beaten to death for their fur pelts.  Six thousand bulls will be shot so that their penises may be used to make an ineffective traditional Chinese aphrodisiac.   For the next 139 days, terrified pups will be rounded up, separated from their mothers and be violently beaten to death.  The colony will be rounded up at day break.  Pups, bulls and cows will be surrounded and kept away from the safety of the sea. Men with clubs move in and the seals run in fear.   

To kill the animal, the men need to administer a swift blow to the head. This is supposed to cause the cranium to disintegrate. This initial strike is seldom sufficient to kill the animal and, as it tries to take evasive action, it is repeatedly beaten until it is either dead or unconscious. The sealer then stabs the little ones in the throat, sometimes while they are still alive. The baby seals are known to become so terrified that they will vomit up their mothers milk. The sand on the beach is stained pink from all the blood. Carcasses are hurled onto the backs of waiting vehicles and the bulldozers set to work cleaning up the blood before the tourists arrive to view the colony. 

  

The tourists arrive at 9 AM, unaware of the horrific scene reenacted each morning for 140 days of greed and wanton slaughter!  The seals once lived  on coastal islands,  but driven by local fisherman attacks,  all year have fled to the highly secure DeBeers controlled coastal land and a national marine preserve!   Two large colonies, basically are all that's left. South Africa ceased their culling in 1990 and their fish populations actually rose!  So the seals were not the problem!  Everyone wrongfully assumed that they were!  Their rich excrement actually feed the plankton and small fish providing an abundant source for the food fish sought by man


Each year, despite a declining population, the quota gets increased!

The SPCA, on its website, claims that it supports animal rights:

Last year in 2010, in an attempt to prevent calls to stop the seal harvest. Minister and Fur Buyer colluded to dispel these attempts by investing N$200 000 or $28 000 US dollars in a seal tannery. A tannery needs huge amounts of water a desert country like Namibia does not have. Now workers are dying


"Countries in the southern hemisphere, having changed their policy from seal culling to seal-focused ecotourism, now enjoy the revenue generated from over 1,3 million seal-viewing tourists who generated revenue exceeding US$250 million (about N$1,9 billion)," says Francois Hugo of the organisation Seal Alert in South Africa.

Hugo believes seal-focused ecotourism in Namibia would generate four times more revenue than seal culls. "Using the seals for tourism through sightseeing and boat trips would be far more sustainable, would create no negative international image, and provide year-round employment," particularly at Cape Cross, Namibia's largest seal colony.

In Namibia the culling season is from July to November. About 85 000 seal pups and 6 000 bulls are killed.

The pups are clobbered to death with wooden clubs and the bulls are shot. At Cape Cross the killings take place form early in the morning until around 09h00, before tourists are allowed in to view the seal colony.

'This we managed by investing in research and development. Today, we produce some of the most sought-after garments in the world,' he said. 

The first phase of putting up the tannery has already commenced with water ponds in place. Ponds would help contain the possibility of contaminating underground water on which the town of Henties Bay relies for fresh water. 

The tannery would use vast quantities of water to wash skins and treat the seal fat into Omega oil. Instead of water draining into the ground, the tannery would use evaporation with the water ponds.

Can Minister of Fisheries Show That The Fishing Industry Supports Seal Culling ?  Rate This

The solution put forward by Seal Alert to the Ombudsman John Walters which would see the Namibian government re-instate the Sea Birds and Seals Protection Act repealed in 2000, and hand the management of seals over to the Minister of Environment and Tourism. Already 80 per cent of the seal population falls and breeds within his lawful jurisdiction, and who is the scientific and management authority for Namibia’s international obligation to the Convention in Trade of Endangered Species (CITES) since 1991, to which Cape fur seals fall under Appendix II.

The 20 per cent of the Seal colonies that fell within the jurisdiction of the Minister of Fisheries, that being within Namibian waters, the islands and up to the high tide water mark have not been harvested or quotas awarded since Namibian independence in 1990.

It therefore makes sense that the Minister of Environment and Tourism takes over all management of seals both on islands and on the mainland.

Who would then cancel commercial seal culling of this non-edible seal resource currently being harvested under the Marine Resources Act of 2000 unlawfully,  and re-instate seals as a United Nations endangered protected species and lawfully issue non-consumptive rights to community based commercial seal viewing industries in line with article 95 of the Namibian constitution.

In so doing, head off increasing international social media calls for boycott’s of Namibian tourism and trade and seal product import bans in the US and 27-nations of the European Union already in place.

Fisheries Minister Bernard Esau recently stated, “Fish are definitely threatened by seals, especially since fisheries is one of the major contributing sectors to the GDP. A lot of work is also created by the fishing industry, directly and indirectly. If people want us to stop [culling seals], let them create jobs for the 12 000 people in the industryâ€Â.

Is the Minister aware under the constitution that any commercially driven seal cull to reduce the seal population is unlawful

Is this stance taken by the Minister supported by the Namibian fishing industry who the Minister claims to represent, if so, which of these corporate socially responsible public funded corporations, are in support of cruel and unlawful seal culling and will state people employed within the industry will lose their jobs if seal culling stopped, as fact, that can be tested in court?

The CEO’s of these fishing corporations should come forward and issue public statements in support of the Minister of Fisheries. If they don’t, upon what basis is the Minister claiming stopping the seal cull will lose 12 000 jobs in the fishing industry.

Are any of these fishing companies subsidiaries of companies head officed in South Africa, and are these CEO’s aware seals migrate and that seals are no longer permitted to be commercially harvest and are in fact a protected species in South Africa.

Seal Alert publicly asks the Ombudsman to look into whether there is any link to the Sea Birds and Seal Protection Act of 1973, adopted by Namibia in 1990, being repealed in 2000 soon after the media reported,  â€ÂWe were told rich fishing companies were being unlawfully solicited into giving huge donations and were actually sponsoring the ‘Wedding of the Millennium’…â€Â in 1999, and “contributions were solicited from at least 67 fishing companies to help finance the glittering coastal wedding of Fisheries and Marine Resources Minister Abraham Iyambo appears to have opened a can of wormsâ€Â.

And, whether there is any further link into former Minister of Fisheries doubling the seal pup quota from 30 000 to 60 000 in 2000, when sealers had previously only managed to fill 20 000 of the 30 000 pup TAC in 1999, and in which a further mass die off was recorded in the same year. When the seal population on the three sealing colonies on the mainland had shown no growth to support a doubling of the quota, but instead declined to 131 918 pups from a peak of 164 249 pups recorded in 1993?

And further, why the Minister during a mass die-off event in 2006, acknowledged by Ministry seal researchers, as a result of starvation, clearly from overfishing, would trebled the pup quota to 85 000, the highest ever recorded and ask for three year rolling quotas?

It was found at the time, “Fisheries Minister Abraham Iyambo laid himself open to a conflict of interest by taking money from fishing companies to bankroll his ‘wedding of the millennium’, the Ombudswoman has foundâ€Â.

What other explanation than there be, asks Seal Alert ?

The Namibian Commission on Fishing in 1991 reached the following conclusion, “The investigation is limited to the exploitation of fish as defined in section 1 of the Sea Fisheries Act. Seals are not included in this definition and consequently also the industry of sealing excluded from investigation. â€ÂThe Commission was unsure of its mandate to delve into matters concerning the harvesting and/or culling of seals. The seal resource is not governed by the Sea Fisheries Act but by the Sea Birds and Seals Protection Actâ€Â.

Upon what basis therefore, did the Minister lawfully throw out legislation that had protected seals since 1973 under the Sea Birds and Seals Protection Act, and to which it had an international obligation to protect this species, and place these endangered non-edible protected species in a Marine Resources Act in 2000 specifically adopted to grant long term rights to fishermen to harvest “fishâ€Â.

When the Commission on Fishing in Namibia in 1991, reached the following conclusion, “It is a fact, however, that the available scientific evidence, at this point in time, does not enable the Commission to define the impact of seals on the fishing industryâ€Â.

Seal Alert questions why the Ombudsman could find no facts to halt the 2011 seal harvest?

\Government of Namibia
 We, the undersigned, implore that you end the barbaric slaughter of the Cape Fur Seals in Namibia.  This needless taking of these noble creatures is not necessary.  The killing of the babies by clubbing and pulling them from their mother's is teat is inhumane.  Then the heartless butcher stabs the defenseless baby seal in the heart and the baby throws up it's mother's milk to mix with its own blood on the beach of it's once safe rookery.   A screaming cordon of workers surround the entire rookery preventing any escape of the meek and defenseless animals. Will you help end this senseless greedy quest of fur for dollars?  We will continue to ask total economic sanction of Namibia, until this horrendous practice is ended.  We wish prosperity for your nation and would think that ecotourism would be far greater value than the dollars that leave country from fur trade and local part time workers so employed as trivial.  They are not significant to the income that Tourism brings in!  The continued survival of the Cape Fur Seals in their magnificent colonies is one of the greatest assets to Namibia Ecotourism!
