At this time, anyone is able to purchase an animal via a variety of methods without any prior knowledge or education of how to look after that animal. Government legislation needs to change so that 1 -There are tougher penalties for those that neglect or abuse animals. 2 -Those that wish to care for an animal need to prove they have an understanding of how to take care of that animal. 3 -Animals must only be obtained via a licensed breeder or rescue shelter (Oscar's Law) 4- It will be compulsory for all animals to be desexed if they are not to be bred from a licensed breeder. It is a privilege, not a right to own an animal. People need to be educated prior to ownership, leading to responsible pet ownership. By ensuring people are educated and they have been able to prove they have an understanding of how to take care of another living being, we are ensuring that less abuse and neglect occurs. It is vital for animal welfare, that those who care for them, have been educated in the proper treatment of animals and been informed of the consequences of not looking after an animal within the boundaries of new legislation. This would mean to own an animal,one needs to prove the understanding of needs such as, water, food, housing, training, care and love. By educating people before being able to own an animal, not only are the animals better protected, but the ability for anyone and everyone being able to take ownership of an animal will be significantly reduced. This means that it will be seen as a privilege, not a right to own an animal. The life of the animal will be taken as seriously as it needs to be! Animal neglect and abuse needs to end now!
