Arizona Department of Racing red-handed breaking the Arizona open records law.

It must be noted that this “hide and seek” tactic to skirt public information laws is not new. In 1993, an individual named Steve Barham withdrew his application to become the next Director of the Arizona Department of Racing after he admitted trying to hide racing records in another state!
