Tethered dogs without access to food, water and shelter cannot simply go looking for comfort the way a wild animal can. A tethered dog is at the mercy of its human to provide for its needs. We're asking St. Albans, WV, City Council to adopt the same dog tethering ordinance voted into law by Huntington, WV 4 years ago. The Huntington ordinance reads as follows:
"It shall be unlawful for any owner or other person controlling or possessing any dog to tether a dog outdoors without direct supervision of the animal's guardian.
