Strengthen requirements for animal distribution and exterminate puppy mills!

My issue is the unwarranted use of puppy mills and inhumane conditions that animals are put through when they are breed, and has become an elephant in the room. These dogs can develop disorders such as epilepsy and mental deterioration. The USDA's requirements are so bare minimum that most would find them inhumane. My solution to this is for all companies keep a documented account of each and every animal that is given to them. This will be followed by an inspection every 2 months of the distributors that have been reported on this document. This will diminish puppy mills and strengthen the amount of humane breeders.
