Terrapin Crossing

We need the barrier on North Wildwood Boulevard (nj147) in New Jersey to be more accommodating to the terrapins crossing the road to lay their eggs. 500+ terrapins die per year due to being run over. There are no openings in the barrier for the turtles to get around to the opposite side. How are they supposed to lay their eggs if they can't get there?
