We have disasterous situation in our city, homeless animals die, being shut and poisoned!Thats why we urgently need to create a place where they could be safe. We'll give them food,medical treatment and cynological help,so they could find a good home with new owners!We address this petition to the government,because we are ready to build the shelter,but it's really hard to get a right place,so that's why we would like to ask government to provide us with such place,where we could do all we plan. We have a group of people who are lawyers, journalists, veterinarian, dog experts and volunteers. So now we ask for your support!
The second part of my petition is about the law that deals with cruel treatment with animals (criminal prosecution). It exist, but unfortunatelly doesnt work. On practice, people who kill, abuse, mistreat homeless animals, in most cases stay unpunished. I know a lot of stories when citizens of my home town tried to apply to police, and their claims were denied (I did it also and got the same result). And even if there will be a criminal case, defendant will maximum pay negligible penalty for what he/she did. So that is a ground (example) for other criminals to do what they do,cause they know that even if they are catched by police, the punishment will not be severe. We also dont have a special police department that deals with such cases.
And the problem is next: people who abuse, kill and mistreat homeless animals and stay unpunished, sooner or later, will decide to do the same with children and women or elderly people (just because they feel no liability). They wont harm men who can fought back, they will start with defenceless population. And there lots of research work acknowledging this statement.
Thats why we would like the government to change the situation above.
Im an advocate and I wrote all that because I know how it happens, I know the practice of our courts and I m sure that untill we ll make the law work nothing will change. But it ll take a long time, and till its done I see the only way to solve the problem that we have - to pick up from the streets those homeless animals!
So thats why this two parts of petition interrelated.
We have a lot of amiable, kindhearted, generous people who support the idea of petition, but we also need your help, so the government could hear us!
