Animal Abusers Should Sign A Registry

People that abuse animals are going to continue to abuse them. And many times these same people some how get more animals, even after they have been to court and pay fines. These people should have to do jail time and register just like sex offenders, so we stop the repeated abuse to the animals. The animals all want a loving home and freedom from abuse. Lets show this is needed in the United States and around the world.
