When animal abuse is reported and law enforcement investigates, animals may be sick and dying or dead and decaying or both in and around other caged and mistreated animals.The law allows for only one misdemeaner charge per incident, regardless of the number of animals involved.
This is not enough of a deterrent to stop the abusers behavior. Abusers should have to pay a penalty for each life endangerd and abused, and further penalized for death caused by their neglect and or abuse.
