Put America to Work forming a partnership that includes the Federal Government, State Government, business and the people. A Partnership that gives the Federal and State government a immediate return on their investment. A partnership that is supported already by 50% by business but gives business an incentive to hire workers short term or long term. A winning arrangement for everyone.

Lets put all Americans to work. Why should we allow even 3% to 6% unemployment in America. It seems we use that as an indicator that the economy is doing ok. Ok for who? We use percentages as though they are a true figure showing the total unemployment of America%u2019s State wide and a National average.

We are a healthier and stronger Nation if all Americans are working and making good wages. That would mean there is more spendable income which in turns keeps our economy running smooth. We can create zero unemployment. The resources are already in place, the network is already in place, and there is 126 million businesses that can contribute to putting the 16 million people, at this time, back to work; also the millions that are underemployed can be given better jobs. If we started the plan and kept it place, with a zero percent tolerance,then we could be "main street ", middle class recession proof and all of America can always be at work.

The zero unemployment plan would involve the participation of the State and Federal Government; however, their participation would be less and less involvement as time elapsed. After all, we really are only buying time. With all of America working, the State and Federal Government would have more income tax coming in to run the States and the Federal Government. In fact, they would start reaping the return of their investment right away. In addition, the States would have more revenue coming from their Sales tax because people would have more spendable income. The people would be spending more because they would be making more

The people would have enough money to keep up with their mortgage payments, credit card payments and put food on the table for their families. Even with the three things that are taking away their spendable income, which are interest rates, more importantly variable interest rates which should be outlawed, high credit card interest rates and and high fuel rates. These three things are also important to discuss which will not be covered here but need changes desperately to help the middle class to recapture their spendable income. Three things that need drastic legislation is mortgage rates including outlawing variable rates, credit card rates including variable credit card rates and fuel rates if we want the economy to run smoothly. The people would have more spendable income and the States and the Nation would be more healthy because people with more spendable incomes spend more and this makes the States and the Nations economic structure run more smoothly. Makes both the States and the Nation run more efficiently.

But lets start with putting America to work, the Americans that are trying to live off unemployment , and the rest of the people that do not have unemployment checks coming to them, and the underemployed and the millions of homeless and  untrained potential workers and all the others that the census of 2010 may not count. We put America to work by forming a partnership to put America to work, a plan to achieve zero unemployment. It is a simple plan where business has the incentive to hire people because the businesses get a huge deduction by doing so. It will not cost the employer anything the first three months, and only 25% of the workers pay the second three months, then 50% of the pay the third three months and 75% of the workers pay the 4th three months until in the 5th quarter the business would then take full responsibility of the employees wages. It is a sweet deal for any business and they would be calling the unemployment office to get help; and people out of work would help sell the businesses the idea to hire them under this plan so they can get employed. In any business and even any recession we buy time until the bad weather blows over. The employee has a huge opportunity and 3 months to a year to convince his or her new employer that they can pay their own way and be an asset to their employer. The employer has 3 months to a year to create more business in order to afford this new employee. The money that has been going to people that are not working now goes to the people to work. Every one wins, business, the people, the State, and the Nation. The people out of work could solicit business in their field to give them a chance and could easily talk an employer into hiring them because it is free initially and very inexpensive the first three months. Then after three months the employer is taking on 25% of the new workers payroll for the next three months and 25% each quarter after that until a year is up..
