Crows as pets

I live in California and love Corvids, especially crows. However, there is a law that says CA citizens cant keep crows as pets, despite the fact that they are not threatened in any way. The strange thing is, there is a law that says it is perfectly legal to kill crows if you dont want them in your yard. i think this is wrong and would like to amend the law so crows can be pets.
