President Bush has been working with environmental conservation groups to create a list of endangered ocean areas around U.S. territories. Under the Antiquities Act of 1906, the president can protect areas of historic or scientific interest without congressional approval. President Bush is planning to use this power to designate marine monuments - that is, national parks for oceans. Such a designation would protect these areas, which include rich coral reefs and magnificent sea life, from fishing, oil exploitation and other commercial development. The Bush Administration proposal is a needed step in the continuing health of our world's oceans and ecosystems! It is important for the president to know that the public is in favor of his initiative.
