Animal Abandonment need to Stop

Growing up, I lived many places and have had plenty of neighbors. Reoccuring issue, when people would move they would abandon their animals. Usually this occurred with cats.

I believe it should become a mandatory year in prison and a large fine. 10% Of said fine should be paid to the person who makes the complaint. This will encourage people to not let others get away with this disgusting deed.
