Investigate The Elko Animal Shelter

The manager at the Elko Animal Shelter is refusing to allow animals to be adopted because she states that they are going to a rescue in Washington State. This makes no sense whatsoever when the shelter is over max capacity.  Wouldn't adopting the ones out that people want allow for other dogs to go to the "rescue" instead of being euthanized? This has been going on for at least a year and the issue needs to be investigated. Thank You.
