Demand an Enacted Law for Business Owners to be responsible for Feral Cats on their property.

Every state can enact a law making business owners, as well as home owners, responsible for contacting a spay and neuter program which would trap the cats, have them spayed and neutered, then take them to a cat sanctuary where they will live out the rest of their lives or possibly be adopted.
