Ban animals from gang members houses in New Zealand

It's already common knowledge that New Zealand has the highest domestic violence and teen suicide rate in the world per capita.

I would like to further extend that New Zealand I believe we also have the highest domestic animal abuse rate of all first world nations. It's common for gangs in New Zealand thieving peoples dogs either for fighting or breeding new fighting dogs.

Unfortunately New Zealand doesn't have significantly strong animal rights laws. Further more to this petition I would like to minimise the chances of pets suffering hunger by having anyone who wants to own a pet should pass a credit check to obtain a permit valid for one year before renewal.
