Federal Student Loan Refinance at Lower Interest Rates

Student Loans should be able to be consolidated at the new lower interests rates available today. Some of us are stuck with rates from 20 years ago that were 7% but rates available now are 3%, why not let those that are repaying loans consolidate them at a lower rate.
