The County of Hawaii has been trying to close the illegal large-capacity cesspools in Ka'u since 2004, but ended up with proposing placing a full-size secondary sewage treatment plant with four open sewage lagoons adjoining the Naalehu Elementary School.
Since no Federal EIS has been done by the EPA - the same EPA who demands compliance with the law to close the LCCs by April 2005 - or State EIS by the County, no records are available to the public.
Therefore, the residents of Ka'u request support for a legislative fiscal and performance audit of the LCC closing from November 5, 2004 to present to provide Hawaii taxpayers with accountability, fiscal integrity, and openness in government.
