Urge Delaware To Enact Common-Sense Reforms To Protect People and Pets
Laws that broadly discriminate against dog breeds are known as Breed Specific Legislation (BSL) and often target pit bulls, rottweilers, and mastiffs. However, empirical reserach has repeatedly shown that BSL simply doesn't work - and often causes unnecessary harm to people and animals. BSL fails to enhance public safety, is extremely expensive to enforce, and infringes on responsible dog owners’ property rights.
Thankfully, numerous communities are now enacting common-sense reforms that bring consistency to our dangerous-dog laws and make our communities safer for both people and pets. Owners and pets should be judged by their behavior - not pernicious stereotypes.
This common-sense approach to dangerous-dog and reckless-owner laws has been endorsed by organizations such as the American Bar Association, the Centers for Disease Control and Prevention (CDC), the American Veterinary Medical Association (AVMA), the American Kennel Club and many others.
Delaware is now considering HB 427, which would enact similar common-sense reforms. The bill will bring much-needed consistency to our dangerous-dog laws and make our communities safer for everyone.

As you may know, Breed Specific Legislation (BSL) has repeatedly been shown to harm public safety, exploit taxpayers, and infringe against personal property rights without justifcation.
Instead, the measured approach favored by HB 427 considers the individual behavior of dogs and owners to identify and treat dangerous dogs - a far more effective and proven method of animal control.
We urge you to pass HB 427 to protect people and pets in Delaware.
