Thirsty puppy mill dogs desperately paw at buckets of ice — their only source of water has frozen over in Nebraska's frigid winter temperatures. These vulnerable dogs are being denied the most basic necessity of life.
Puppy mill dogs are often housed in filthy wire cages. They suffer a lack of medical care with no beds, clean food, or water. Right now, puppy mill dogs are being denied water while the Nebraska Department of Agriculture continues to avoid enforcing proper standards of animal care. Promises to improve were made by Governor Pete Ricketts and Director Greg Ibach when his reappointment was protested based on his appalling record. Director Ibach stated that he would support legislation and regulatory change. However, 10 months later, a regulatory change mandating a continuous supply of potable water was rejected by his Department and no enforcement action has been taken on any puppy mill operator in the state.
The legislature must take action and define specifically what is required of breeders and make sure the laws are enforced, or breeder dogs will continue to suffer and die in misery.
