The National Council of SPCAs (NSPCA) abhors cruelty to any animal.

We confirm that we have been advised of the horrific incident involving Theuns the Staffie and Kallie the Boxer in Reitz and we add our voice to those of concerned individuals who are contacting us. 

It is confirmed that assistance is being given. 

To place facts before everyone and avoid rumours or inaccuracies spreading, we attach the document we received from Jannie du Plooy, a witness and the son of owners Jackie and Barry. 

We give an assurance that guidance and advice have already been given and all possible advice will continue to be given throughout the process of laying criminal charges. 

The owner is taking the correct and appropriate action by laying charges under guidance. 

The first step is the examination of Theuns’ body by a qualified veterinarian to determine and state the cause of death: - and to the suffering if Theuns’ death was not instant. 

Sadly, if death was instant, in terms of legislation, this precludes the laying of charges as the dog was trespassing at the time. May we add at this point that the SPCA movement may enforce legislation but we do not make the laws pertaining to animals and that the State prosecutes, not ourselves. We hope that this clarifies some issues that arise. 

The issue of the second dog, Kallie, also has to be considered. We are horrified. The dog was taken immediately to a veterinarian for treatment. A report must be obtained with a view to prosecution of anyone responsible. 

We understand emotions running high – as ours are too. We completely understand but ask for everyone’s appreciation that the longer we spend addressing mails and enquiries, the less time that can be spent on actual cruelty cases and assisting animals directly. 

The sooner reports are received, the faster the process will be. We confirm that we shall assist the owners with advice on what charges they will lay.

The National Council on behalf of the SPCA movement in South Africa adds our support to the calls of many concerned individuals, hoping that the issue will be placed before our Courts quickly.
