Petition to include Park View Island in North Beach CRA boundary.

Let's talk about the Elephant in the Room...Park View Island, Miami Beach.

This Island Community is located just across from the beautiful North Shore Park and Tennis Courts in the heart of North Beach, and one straight shot on 73rd St in a 2-minute walk to Ocean Terrace and the beach shoreline. Given Park View Islands' prominent position to the newly established Town Center boundary, One cannot help but question the unfortunate decision why Park View Island has been yet again mysteriously left out of the newly established North Beach Community Redevelopment Agency boundary. Even before the CRA times, something called the "Miami Dade Enterprise Zones" existed in North Beach, which again Park View Island was never part of. 
Park View Island was left out of the all-important "Finding of Necessity" Study carried out in North Beach to survey the areas most in need of assistance from the North Beach CRA, the areas surveyed that met a minimum number of requirements or criteria established by the CRA were considered for admission into the North Beach CRA boundary. Park View Island was not even surveyed as part of the finding of necessity, the reason why no one knows. This is a major issue.

Park View Island should not have been left out in the first place and now the City and CRA want to press on with their plans without helping the 600+ Full-time Miami Beach Residents that reside and own property on this island and have been waiting for upgrades to the island infrastructure including parking, streets, sidewalks and other quality of life issues for decades. Park View Island should be the poster example of neighborhoods most in need of assistance from CRA Projects. 

Why must Residents be subjected to living in perpetuity under the mistakes of the past?

Moving forward, The City should stop avoiding the "Elephant in the Room". An overwhelming majority of North Beach Residents agree there was minimal to no consultation with Residents during the Finding of Necessity study, At later stages when residents enquired why Park View Island was not included in the CRA boundary, residents and property owners were told that simply because no one had advocated on behalf of the island for inclusion and that "the CRA is focused on moving on with the current boundaries as is". Meaning the City does not and will not include Park View Island in the CRA this time round. The City did mention this did not preclude Park View Island from being included at a later stage, once the boundaries were confirmed by Miami Dade County in a process that would take minimally 2 years to go through.

Should Park View Island not be included in the CRA boundary before the boundary goes before Miami Dade County for approval, it will be much more difficult and take a longer period of time to then go through another lengthy process to revise the boundary post confirmation by the County. For this reason, we need the City of Miami Beach Commission to take another vote on this issue to revise and expand the current unapproved North Beach CRA boundary to include Park View Island before it goes back to the county for another vote. In order for this to happen a New or Updated Necessity of Finding study must be carried out to include Park View Island.

The Tax Increment Finance Committee recommended on a previous occasion that the City of Miami Beach consider adding the neighborhoods of North Shore and Crespi to the North Beach CRA. There has already been plenty of time to make the revision, and time is drawing closer to running out for Park View Island residents and long-term property owners.   

Please Sign this Petition asking the City of Miami Beach Commission and City Leaders, to stop the systematic discrimination and neglect against Park View Island Residents and Homeowners. Enough is Enough, we do not live on CastAway Isle, We are Citizens and Residents like all others in North Beach, who also pay above-average real estate taxes for the luxury of living in Miami Beach...This is not working. Residents are fed up with the abandonment by past City of Miami Beach administrations over the past couple of decades that led the island to the point we find ourselves in today, especially being left out of the CRA without an alternative plan forward for Park View Island. This Is Not The Way!
