It is disappointing that despite Vietnam's work to stop illegal smuggling of dogs and cats into Vietnam from Thailand and Laos, dogs are still smuggled into Vietnam from different entry points. While multiple arrests and publicity greatly reduced the numbers, the activity still continues.
Vietnam has a growing number of pet owners who have dogs and cats as companions; not for consumption. These pet owners live in constant fear of having their companion stolen by local dog or cat thieves, whose sole mission is to sell their companion to a butcher for quick cash.
The lack of animal cruelty laws in Vietnam has led to human lives being lost, as dog thieves attack pet owners, resulting in pet owner's retaliating, resulting in loss of life on both sides. Police are limited in serving justice because of the lack of animal cruelty laws.
Countless serious health outbreaks of disease and illness have been attributed to Vietnam's dog and cat meat trade, resulting in many deaths. Life threatening illnesses such as rabies, cholera and trichinellosis remain a constant threat to local residents and international tourists. Such risk also severely compromises Vietnam's commitment to eradicate rabies by the year 2030.
In the last decades Vietnam has worked hard to rebuild itself as a nation of beauty and kindness, on the world stage in tourism, cuisine, fashion, textiles and so on. It is unfortunate that Vietnam's positive image is tainted by the existence of a cruel dog and cat meat trade which casts a negative shadow over Vietnam. Dogs and cats are companion animals and not food items.
We respectfully ask that the President of Vietnam:
- Activate animal cruelty laws, against maltreatment and neglect.
- Provide funding for trap, neuter and release programs to prevent street dogs and cats from breeding.
- Implement laws to make owners responsible for their dogs, to prohibit dogs loitering on streets.
- All dogs and cats to be vaccinated against rabies.
- Ban dog and cat meat in Vietnam and shut the trade down.
