Emergency Housing Discrimination

2 people same county but different cities apply for government emergency Housing One person gets public housing gets evicted and gets housing voucher and the other person is told they must go to shelter first before they can get any housing and they are living in a habitat not livable for human habitat Same County different Cities 2 exits apart.
I would like The City of Dallas to follow the same rules and laws as Seagoville , Mesquite,and Balch Springs Texas all Dallas County and give us fair housing with the money they just received from the government for. Housing
