New Hampshire Animal Abuse Law

In New Hampshire the laws for animal abuse aren't strictly enforced. The maximum fine is $2,000. We have found a law in California where the consequences are more rigorous and the maximum fine is $20,000. This California law also protects all animals and considers them as family, not property. The sentencing and or fines shall be mandatory.We would like to have the laws in New Hampshire similar to the ones in California. This is the law in California:
