Fair housing and urban development for mentally challenged

I myself am mentally challenged. It's hard to live among alot of noise or nieghbors. They're are not enough homes or funding for people like me NOR IS THERE ENOUGH COMPASSION OR KNOWLEDGE TO RESPECT DIFFERT INDIVIDUALITY.
