Noise pollution in our oceans

I think it is time we started discussing and determining what should be done about the increasing noise pollution in our oceans and the effects it having on the inhabitants. I would like the US Congress and Senate to start discussions to address this issue and to take actions now. I ask for your help in this endeavor.
