WE ARE KINDLY ASKING MINISTER REFALO & SHADOW MINISTER JANICE CHETCUTI TO INTERVENE & TO STOP THE CEO'S ABUSE OF POWER AND SEE THAT WE GET OUR REMAINING CATS BACK. Relocated to another place(which is currently being discussed) in our ngo's care. 

🔴THE BRUTAL TAKEOVER OF THE 270 NGO's CAT-CAFE` CATS

On Friday 1st December 2023, Jourgen Souness , just 2 months on his arrival as the new CEO of the government facility St Vincent de Paul elderly people's home Luqa Malta, Brutally Took Over and Banned the ngo and its' volunteers , from ever going near their 270 cats ever again.

 He also kept their cats inside the mentioned government run facility so they could not transfer them to another locality . These cats had been taken care of by the ngo for over 7 years (8th June 2016 to 1st December 2023) During those years the area was used for Cat-Therapy for the elderly and children with special needs.

 🔴THE CATS BELONG TO OUR NGO- WE HAVE LEGAL PROOF

Our ngo has presented all the necessary legal proof as in financial accounts for years 2016 to 2023 covering thousands of euro in vet/medical/ food/ costs .

Microchipping for cats in our country Malta to-date (26/9/2024) is not yet implemented by law. So legal proof of ownership of cats is presented in the form of financial responsibility. 

🔴THE NEW CEO ABUSED OF HIS POWER.

The CEO made up a Fake Story based on false information and photos. It was all based on a malicious plan behind the public's back together with a handful of people who had a Hidden Agenda. This we have shown clearly when we published part of a private chat between the CEO and well known persons, publicly , and this chat has also been presented in Court. In the chat, dated November , it may be clearly seen that the Takeover excuse of Animal Welfare being involved was also planned between the CEO and another person.

🔴IT WAS NOT TRUE what the CEO had stated to the media , in December 2023, that he banned us from the government facility area because the Animal Welfare Department had found our cats ALL Sick and starving , in inhumane conditions .

On Friday 1st December 2023 we were not even present to this Animal Welfare inspection which the CEO mentioned. The Protocol of Animal Welfare requests the presence of the persons/ ngo responsible for the animals to be inspected !! We were Never requested to be present to an inspection at the cat cafe area in December. And we never received any report from Animal Welfare about the mentioned December inspection either .

So If Animal Welfare held an inspection without us being informed, and present , as should have been done according to the Procedures manual, ANIMAL WELFARE BROKE PROTOCOL !!

Animal Welfare Department NEVER SHOWED any of our cats being treated inhumanely or left sick and hungry during the years they were under our care. Besides cat food bills we have regular detailed vet visits of our cats over the period of 7 years.

THIS VIDEO - recorded live on the 28th October 2023, (less than a month before the CEO stated that Animal Welfare found our all cats sick and hungry) . The video CLEARLY SHOWS that what the CEO Jourgen Souness said WAS NOT True !! Our cats were healthy and well fed !!

We were NEVER taken to Court for Animal Neglect or Cruelty. No pubic Media Report was EVER publicly presented by the Animal Welfare Department to us or to the media as normally happens in all cases of Animal Abuse/ cruelty. 

It was our ngo , Animal Guardians Malta, who has been legally fighting for our 270 cats, since December 2023 , many of whom have been treated cruelly, killed , and many thrown out, on to the dangerous roads.

WE repeatedly sent emails to the Animal Welfare Department and to the Minister for Animal Welfare and also to the Commissioner for Animal-Therapy Welfare to INTERVENE because all this situation is totally illegal and we want our cats back. BUT NONE OF THEM ANSWERED US !! 

🔴FORCEFULLY KEPT INSIDE THE GOVERNMENT FACILITY AGAINST OUR WILL & THREATENED BY CEO

On March 13th 2024, by a Court Order which had accepted our legal Court plea to be allowed into the area where our cats were – to take photos of our cats and list all the items belonging to our ngo( Mandate of Description ) - we accompanied the 2 Court Marshalls to take photos.

We entered silently and 2 representative volunteers of Animal Guardians Malta started taking photos of the cats as they were now being kept by the people appointed by the CEO since 1/12/2023 , instead of our ngo.

To our shock we found that our 270 cats were being kept in a horribly filthy , tiny caged area of 10 metres by 3 metres. ( In our ngo's care, from 2016 to 2023 our cats had a total area of 100 feet by 50feet where to live/ play/ sleep)

But, on the 13th March 2024, all our cats were caged in a very small area. They were depressed. Litters full of filth. Some were being kept in a dark room, in dirty cages without cosy bedding . Some cages had 4 cats in 1 small cage and cats sick and thin as may be seen in this video clip (Retrieved from our mobile phones after being deleted by CEO's orders)

SUDDENLY whilst we were taking photos, as the Court had requested, we heard the CEO shouting at his officials over 1 of the officials mobile phones loudspeaker. 

The CEO Jourgen Souness was ordering his officials NOT TO LEAVE US GO OUT of the cat area before we WERE MADE to DELETE the photos we had taken that morning the 13th March 2023 ( by Court Order)

The officials physically held us away from the glass sliding door. They also locked us in the cat area from outside. Snatched the mobile from our hands. Deleted the photos we had taken. And the St Vincent de Paul officials did not leave us go out until they were sure that they were deleted. The 2 Court Marshalls DID NOT PROTEST AT AN MOMENT OR PROTECT US . These actions of the CEO are surely not only Abuse of Power But Criminal 

We sent all the photos taken by Court Order and items list of all the things that were of our ngo to the Court Marshall. This information was requested by the same Court Marshall to be presented to the Judge in Court. The Court Marshall said okay and thanked us.

We later got to know, through the Court Registry , and have copies of the relevant Court documents , which show that the same Court Marshall, under sworn oath , told the Judge that NO PHOTOS were taken and NO List of items in his possession. 

WE HAVE PROOF OF ALL OF THIS MENTIONED ABOVE 

🔴POLICE REPORT FILED AGAINST THE CEO FOR HIS ORDER OF KEEPING US AGAINST OUR WILL & THREATENING US - COURT CASE TO FOLLOW

When we left the Government facility, we filed a police report against the CEO and the officials. Which was later done by our Lawyer through a 'Kwerela', cause the police of the SVDP District did not want to file a police report against the CEO.

🔴THE OMBUDSMAN -CLAIM OF ABUSE OF ARBITRARY POWER BY THE CEO - CASE NO. OMB-24-4798

Animal Guardians Malta has also presented a Claim of Abuse of Arbitrary Power by the CEO Jourgen Souness to the Ombudsman. Our Claim is still being investigated .
