Establish an animal abusers online registry for michigan that interconnects to others in U.S.

We know that hoarders, dog fighting rings, and puppy mills just move to another location if caught and unfit people petition to adopt pets.  A registery would allow rescue groups, law enforcement, and other animal welfare agencies to see potential abusers' past history.  These people could be denied access to animals based on the information.  It's time we became serious about this problem.
