My brother in law Justin Rey willfully dismembered my sister Jessica Monteiro Rey. He mutilated her in front of her children along with trying to flee with her remains. He is not being held accountable for her death, her dismemberment, her mutilation not even in his attempt to flee because these acts aren't illegal in all states in the US and this desecration needs to be.We need to hold those accountable for their actions who commit these disturbingly horrible acts upon others. We need to create a bill for it to become a federal law, illegal to willfully dismember and/or mutilate a human body, alive or dead. There needs to be a mandatory punishment for these type of acts and everything else he did to my sister.Our family is not getting justice and won't be unfortunately due to lack of laws. But if we can get this petition signed and in the hands of someone who can push this into a federal law, we can possibly help future families get justice to put away monsters like Justin Rey. Jessica was someone's child.She was a daughter, a sister,a mother, a friend. SHE WAS NOT JUST ANOTHER VICTIM, SHE WAS A PERSON! My sister is now the second victim of Justin Rey who is now dead. (Her death certificate doesn't have childbirth or natural causes as cause of death by the way.) We may never know how she died at his hands but it should be illegal to commit these acts upon anyone, anywhere.Help make these acts illegal all across the United States.
